The Development and Reform Commission of Haikou City, the capital of China"s southernmost province of Hainan, recently announced that the city’s economic performance in the first quarter of 2023 showed a positive trend. A total of 200,750 new operating entities were established in the first quarter alone, a 39.04% increase over Q1 last year.
Compared with last year, in January and February, total investment in fixed assets across the city grew by 16.9%, while retail spending grew by 7.5%. Cross-border trade in goods and actual utilization of foreign capital increased by 16.4% and 23.8%, respectively.
In Q1, major work on major projects in Haikou saw positive developments, paving the way for the construction of the Hainan Free Trade Port to enter the fast lane.
Projects for independent customs operations
Nine projects in Haikou relating to island-wide independent customs operations—due to commence by the end of 2025—began construction last year and are currently well underway. It is estimated that they will all be completed by the end of this year.
Work on the Xinhai Port Zone centralized cargo inspection area is moving ahead at breakneck speed and will be finished by the end of this year. The Xinhai Port Zone, encompassing the Xinhai Port Passenger Terminal Hub and Nangang Port, will be a crucial piece of infrastructure in ensuring the efficient functioning of \"second line\" operations, managing the trade between the Hainan FTP and other regions on the Chinese mainland.

Education projects
Construction of the junior and senior high school teaching buildings at the Haikou campus of the High School Affiliated to Renmin University of China, abbreviated to Renda Fuzhong (RDFZ), has been completed.

Transportation projects
The Meilan Airport Expressway project, linking downtown Haikou to Meilan International Airport, is on track to be open to traffic bySeptember 30.

Tourism bounces back
In the first two months of 2023, Haikou saw tourist numbers and income from tourism grow by 18.7% and 8.8%, respectively. Duty-free sales hit RMB 5.284 billion (USD 756.4 million), a year-on-year growth of 60.2%.
Commercial projects
Construction on the Sinopec Free Trade Building is underway and is due to be completed by June 2024.

Once complete, the project will fully capitalize on the preferential policies of the Hainan Free Trade Port to develop high-end industries such as energy-related international trade and financial services, driving the transformationandupgrading of Sinopec’s green energy industry and modern business model.
Medical projects
The branch of the First Affiliated Hospital of Hainan Medical University in Haikou Jiangdong New Area is due to be ready by March 2024.

Cultural tourism projects
On March 18, the Fudi Nightlife Street, located on Zhongjie Road in Qiongshan District"s Fucheng area, was opened. The night market, which joins onto the Qiongtai Fudi snack street, is set to encourage and foster new types of business.
On March 25, \"Sky Mountain\", Haikou Bay"s no. 6 "station" and brand-new influencer hotspot, was opened to the public. This is Haikou Bay"s second seafront station to be built after the Wormhole Library, and it brings together a book store, coffee shop, and rooftop footpath into one combined space.
